OSHA applies to most workers in the United States and its territories. Whether a specific worker is covered or not depends on a number of factors.
Full coverage:
(1) worker for an employer with more than 10 employees
(2) member of a religious group engaged in secular activity
Partial coverage (subject to accident and worker complaints as well as hazard communications):
(1) worker for an employer with 1 to 10 employees
Not covered:
(1) self-employed
(2) family members worker on the family-owned farm
(3) member of a religious group engaged in religious activities
(4) domestic household worker hired by the homeowner
Coverage under separate regulations:
(1) government workers (federal, state, county, local)
(2) workers in industries regulated by other federal agencies
