Using the WHO criteria for thyroid stage in population surveys it is possible to determine if endemic goiter is present in the community.
Endemic goiter is considered to exist in a community if
(1) more than 5% of adolescents or pre-adolescents have grade I goiter (or presumably II-IV)
(2) more than 30% of adolescents or pre-adolescents are assigned to grade 0b or above
