Description

Sometimes it is better for people to stay within a building during a hazardous spill rather than to evacuate.

Situation: hazardous spill, people within the evacuation zone within a building

Indication - one or both of the following:

(1) The danger of exposure during the evacuation is greater than the danger staying put.

(2) The occupants cannot be evacuated.

People inside the building should:

(1) Close all doors and windows. These should be sealed if possible.

(2) Turn off ventilation systems and other systems to the outside, with vents closed.

(3) Have an evacuation plan in the event of a problem.

Problems with this strategy may occur if:

(1) The building cannot be sealed off completely.

(2) The spilled material is flammable and there is a high risk of fire.

(3) The hazard will take a long time to clear.

(4) Someone is trying to shelter in-place within a vehicle.
