A drug company may develop a new drug when an effective therapy for a condition is present. Bringing a new drug to market is expensive and there should be good reasons for the decision.
Economic:
(1) The effectice therapy is being made by a competitor.
(2) The company is making a drug that is going generic.
Clinical:
(1) To make a therapy that is less (or moe) expensive.
(2) To reduce the number and/or severity of side effects.
(3) To have fewer drug interactions.
(4) To expand the number of choices (provided the drug is not a duplicate of the current therapy).
(5) To improve dosing.
(6) To improve effectiveness of the existing therapy (add-on).
Political:
(1) There is a political reason.
