Evaluation of an odor complaint is based on determination of FIDOL: frequency, intensity, duration, offensiveness and location.
Intensity: strong, moderate, light, very light
Outdoor odors may be impacted by wind direction, wind speed, temperature, precipitation, atmospheric conditions and obstructions to air movement
Requirements for remedial action:
(1) presence of one or more odors
(2) sufficient intensity and duration
(3) injurious to or affects human health, welfare, animal life, vegetation or property. This may include interference with the normal use and enjoyment of animal life, vegetation or property.
