Criteria for a child molester:
(1) any individual who touches a child to obtain sexual gratification
(2) >= 4 years older than the juvenile of interest
(3) the juvenile of interest is prepubescent (usually < 13 years of age)
Not all child molesters are pedophiles, and not all pedophiles are child molesters.
A significant percentage of sexual assaults against children are done by adolescents. Some of these perpetrators will meet the criteria for pedophilia later in life.
