Failure to perceive a warning is often due to some barrier such as visual impairment, language, comprehension, etc (see previous section).
True failure to understand the warning and it significance:
(1) denial that a risk or threat exists
(2) belief of personal ability to avoid the threat
(3) busy doing something else and did not want to stop
(4) assumption that it is a false alarm
(5) misunderstood the meaning (not quite sure what it meant)
Action not taken or action misunderstood
(1) response misinterpreted as a failure to heed
(2) unable to respond due to illness, sleep, medication, etc
(3) response inappropriate
