Description

A community animal control program can be an essential factor in the local control of rabies.


 

Elements of an effective community animal control program:

(1) means of identifying pets, including owner and vaccination status (neck tag, inserted microchip, other)

(2) pet registration process with licensure of animals

(3) laws requiring animal vaccination

(4) sufficient personnel to canvas the community

(5) ability to issue citations for violations

(6) resources for the control and removal of stray animals

(7) leash laws

(8) outreach to educate owners and the public

(9) communication with veterinarians and health care providers in the community

(10) resources to vaccinate wild animals with oral vaccines

(11) adequate budget to perform duties

 

Problems for an effective program include:

(1) large numbers of highly mobile wild or stray animals

(2) pet owners who ignore the laws

(3) animal smugglers

(4) veterinarian negligence

(5) laxity in the administration of the program
