The site of a bomb explosion should be managed to optimize care of survivors, maintain evidence and protect responders. An organized response can reduce mortality and maximize evidence recovery. The SCENE protocol is based on a concept from the London Metropolitan Police.
SCENE protocol consists of 5 basic steps.

only authorized personnel should be allowed in the cordoned area
Personnel at the crime scene should keep an eye out for secondary explosive devices and hazards associated with the explosion (fire, unstable buildings, glass, etc.).
